CURE is part of State Policy Lab established at Rutgers via $1 Million awarded by NJ Secretary of Higher Education

Rutgers has received $1 million from the New Jersey Office of the Secretary of Higher Education to establish a policy lab that will analyze solutions to critical issues facing the Garden State.

The State Policy Lab, housed in Rutgers’ Edward J. Bloustein School of Planning and Public Policy and managed in conjunction with the Rutgers-Newark School of Public Affairs and Administration, will include expertise from a network of scholars, community members and external policy experts.

“Rutgers-New Brunswick and its Bloustein School have always focused on serving the people of New Jersey,” said Rutgers-New Brunswick Chancellor Christopher J. Molloy. “We are proud to collaborate with the state on this partnership, which provides another important venue by which our world-class research will help enhance the quality of life in the Garden State.”

The main purposes of the lab, which is being funded through Gov. Phil Murphy’s 2021 state budget, includes providing policy-makers with clear and accessible research on state and local governance while assisting stakeholders in troubleshooting unanticipated implementation issues; generating data modeling for policy recommendations to enable state policymakers to test different budgetary and legislative scenarios; and building coalitions across governments, institutions of higher education and community organizations to support evidence-based policy initiatives.

“We look forward to providing our expertise with policy research, big data analytics and community engagement towards evidence-based decision-making in critical areas of policy and operations within the state of New Jersey,” said Piyushimita (Vonu) Thakuriah, dean of the Edward J. Bloustein School of Planning and Public Policy. “I am particularly excited to be working with the School of Public Affairs and Administration in Rutgers-Newark, and a wider network of academic and policy collaborators throughout the university, statewide, nationally and even internationally to solve grand policy challenges. This is a fantastic opportunity for our students, as it is for us to be of service to our state.”

Charles Menifield, dean of the School of Public Affairs and Administration said he is hoping the new collaboration with Bloustein will be the first of many.

“This is an exciting time for SPAA and we are excited to work with the Bloustein School in launching this endeavor,” Menifield said. “It is a great opportunity for Rutgers to provide expertise to the governor and state legislature. I hope this opportunity leads to other collaborations.”

For New Jersey to continue to be at the forefront of innovation throughout the nation, policy issues need to be carefully addressed, said Brian Bridges, secretary of Higher Education.

“High-quality research and analysis is crucial to ensure New Jersey remains at the center of innovation,” said Bridges. “This will be even more critical as our economy recovers from the pandemic, as the State Policy Lab will examine how to address long-term issues facing the state and improve the lives of New Jerseyans. I look forward to Rutgers’ leadership in this high quality research endeavor.” 

The State Policy Lab will utilize an equity framework to analyze policies and programs with the goal of identifying improvements that benefit all residents, particularly those from low-income backgrounds and those who have been historically disadvantaged.

Additional partners include the Walter Rand Institute (Camden), the Cornwall Center (Newark), the Eagleton Center for Public Interest Polling (New Brunswick), the Center for Urban Research & Education (Camden), the Rutgers Law School Center on Law, Inequality, and Metropolitan Equity, Kean University and New Jersey Institute of Technology.

CURE co-sponsored the 3rd Summit for Civil Rights which was held remotely, and presented by the University of Minnesota Law School in Minneapolis, The Workers’ Rights Institute at Georgetown University Law School, The Journal of Law and Inequality at the University of Minnesota Law School in Minneapolis, and Building One America.

For the past three years, the Summit for Civil Rights has convened multi-racial and intergenerational gatherings of some of the nation’s top civil rights leaders from labor, faith, academia, law and government to respond to the dangerous intersection of enduring racial disparities, widening economic inequality, and rising political polarization in our society. The 3rd national Summit for Civil Rights continued to focus on these timely topics that have only intensified with the pandemic and been courageously amplified by the protesters.

The Summit was broken down into four distinct but interrelated discussions over the course of the two days (see topics below). While much of the attention was appropriately aimed at calls for sweeping police reform, the Summit for Civil Rights examined some of the deeper, historical
structures of racial apartheid in American’s institutions and their meaning, especially at this critical time, for working people of all backgrounds, for political action, multi- racial power, and a meaningful and transformative policy agenda.

We have witnessed an extraordinary outpouring of anger, outrage and solidarity across the nation, sparked by the killing of an unarmed Black man by a Minneapolis police officer on May 25. This movement for radical change is coming at a time of a global health crisis, political turmoil, and a massive economic catastrophe deepening existing inequalities while accelerating economic trends already devastating workers
and communities. Some of the topics, building on the past two Summits and attempting to learn from and draw on the new energy, anger and desire for change, included:

An agenda for Economic Opportunity, Racial Justice, Freedom, and Inclusion A highlight of this year’s summit was a verbal commitment [via zoom] from Congressman Bobby Scott, U.S. House of Representatives, Virginia, to work together with the Building One America consortium on furthering the Economic Opportunity, Racial Justice, Freedom, and Inclusion agenda. As such, Congressman Scott agreed to include recommendations and strategies laid out by BOA in his Civil Rights and Voting Rights taskforce on the Hill!!

This talk will present new findings on the unintended consequences of the New Jersey Superintendent Salary Cap (NJSSC). Starting in 2011, New Jersey set a salary cap for all future superintendent contracts based on student enrollment. This is one of the first state-imposed tax and expenditure limitations (TELs) placed directly on local public managers. The salary cap caused large reductions in base salaries for future superintendent contracts in the majority of NJ school districts. Using a difference-in-difference estimation strategy, the current study estimates the effect of NJSSC on superintendent turnover following the 2010-11 school year. Specifically, this study finds that an additional $10,000 reduction in base salary due to the NJSSC corresponds to a 4.0 percentage point increase in the likelihood of superintendent turnover for school districts with an expiring contract relative to those school districts without an expiring contract. Additionally, this study finds this increase in the likelihood of superintendent turnover following the enactment of NJSSC was largest for the least affluent school districts in New Jersey.

Dr. Michael S. Hayes received his PhD in Public Administration & Policy from the School of Public Affairs at American University. His research interests include public budgeting & finance, K-12 education finance, summer learning loss, value-added models, and state and local tax policy. He has been honored with the Emerging Scholars Award by the National Association of Schools of Public Affairs & Administration. His research has been published in various academic journals including the American Journal of EducationEconomic LettersEducational PolicyJournal of Economic Geography, and Public Budgeting & Finance. He also has been interviewed and cited in numerous media outlets including The Brookings InstituteChalkbeatEducation WeekPolitico, U.S. News and World Report, The Wall Street JournalProfessor Hayes teaches Quantitative Methods, Foundations of Policy Analysis, and Financial Management of Public Programs.

 

Jargowsky and Hayes awarded $8,500 to study zoning’s contribution to school segregation in California

The Terner Center for Housing Innovation at UC Berkeley and the Center for California Real Estate (CCRE) have launched a new working paper series commissioning national experts to answer a range of relevant research and policy questions using a rich new data resource from a local land use and housing survey the Terner Center has been fielding in California over the past year. 

Jargowsky and Hayes’ proposed research entitled, Exclusionary Zoning Policies and School Segregation will employ the data from the Terner Residential Land Use Survey and the Stanford Education Data Archive to examine the contribution of zoning and other land use policies to school segregation in California, estimating models to address the following questions:

? How much of the variation in racial segregation within and between California school districts can be explained by restrictive land use policies?

? How much of the variation in income segregation within and between California school districts can be explained by restrictive land use policies?
